For the three-Test series with the world champion All Blacks Saint-André has called up props Eddy Ben Arous, Daniel Kotze, second row Alexandre Flanquart and flanker Bernard Le Roux to bolster the pack.
There are also four new faces in the backs, with fly-halves Camille Lopez and Rémi Talès, Fijian-born three-quarter Noa Nakaitaci and Perpignan winger Adrien Planté selected.
And while les Bleus are set to be deprived of the players in the final of the Top 14 for the first Test, Saint-André admits the results are vital after the disappointment of the spring.
He said: “A tour is the path to progress but I’m also expecting the players not to give up an inch against the best team in the world and the current world champions.
"After that, while we are in the French national team, we have to win games. I’m not living in a utopia, I know it will be very difficult but I’m expecting the players to show they can play at the highest level.
“We are missing some injured players in [Vincent] Clerc, [Benjamin] Fall and [Yannick] Forestier, who can’t travel with us.
“I chose not to take François Trinh-Duc because he hasn’t stopped in five years. Morgan Parra will go in the end because he has had a break in the last few weeks of the Top 14 and I need some continuity.”
